  3. Approval of Prior Meeting Minutes held on 4/12/2023. Motion for approval by Bill (KG5ABX) and seconded by Wayne (W5GWR), vote was unanimous with no objections.

  4. Treasurer's Report. Don (K2WQ) reported the current available balance is $9,665.54 after accounting for obligations.

  5. Tim (W5TNM) president's remarks & discussion topics: i. ARRL License testing was conducted during the meeting, for 3 applicants, resulting in 1 General and 1 Extra. ii. Tim noted the 1st HF Net held 4/21 on 3939, Gary (N5GDR), Tim, John (W5JHW), 1 one from Stanley, NM participated. iii. The ARRL License testing held at Philmont for the SAR Escape, yielded 4 new licenses. iv. Tim noted upcoming events; June 3rd, ARRL License testing @OPD, June 8th STEM Event @elementary school (Tim/Darien (KI5YWK)), June 24th Field Day @Kit Carson Park, City concerts June 17th, July 4th & 9th. v. The Final Report for the Frost Grant was delivered 4/24/23, was due 5/10/23.

  6. New Business: a) STEM update, Darien (KI5YWK) noted that NASA is requesting help from amateur radio operators for the upcoming solar eclipse events on 10/14/23 and April of 2024. b) Other, Darien (KI5YWK) noted the UNM Taos Fall festival in October may be an opportunity for the club to showcase amateur radio. Motion for approval by Zack (KG5ACC) and seconded by Donovan (K2AH), vote was unanimous with no objections to participate. c) Discussion on raising the annual Civil Air Patrol (CAP) fee for SAM and balance that with the unknown potential USFS increased leasing costs. Club voted to defer a CAP increase until new fees were known. Motion by Bill (KJ5ABX) second by Ed (KF5EIG), vote had no opposing. d) Tim (W5TNM) announced TARC non-club, non-sponsoring events if any radio operators wanted to assist the LAARC Jemez trail run and Taos Legion Post 16 for a Memorial Day event.

  7. Old Business a) ARES update. New vests have arrived. b) OPD Shack facilities update. Nothing to report. c) STEM portable demo system. Keith (K5FS) provided update on status of build and testing conducted. Should be ready for Field Day.

  3. Approval of Prior Meeting Minutes held on 3/8/2023. Motion for approval by Greg (KF5TTO) and seconded by Mike (KI6KGC), vote was unanimous with no objections.

  4. Treasurer's Report. Don reported the current available balance is $8,214.09 after accounting for obligations. Motion to accept Treasures Report by Polly (KF5ORY) and seconded by Glen (KF5OSA), vote was unanimous with no objections.

  5. Tim (W5TNM) president's remarks & discussion topics: i. Tim noted the prior Saturday, March 4th ARRL testing was conducted with 5 licenses (Bill, Zach, Denise, Richard & Darien) and 3 new members. In addition, two members, Parish (KI5WQZ) and Darien (KI5YWK) passed their Extra exam the prior day via online remote testing. ii. Tim noted the next testing session will be at Philmont on April 23th and with the recent license upgrades he will have enough VE’s to support the session. iii. RMHAM Tech Fest was held on March 18th. Three members won door prizes. iv. Tim noted Membership Dues were due March 1st. v. Tim spoke about an email from Los Alamos Radio Club for an event on May 20, 2023 if anyone is interested in supporting.

  6. New Business: a) Taos County ARES update - no discussion. b) Carrington event test, Tim asked Gary (W5TAO) to discuss the tests he did in conjunction with the Bernalillo County ARES group. Gary provided a few slides of what the Carrington event was and the various tests that were conducted using both HF analog and digital modes. c) STEM Eclipse project – no discussion. d) NM QSO Party, April 8, 2023. Both Tim (W5TNM) and Donovan (K2AH) indicated they had no success in making any contacts. e) Field Day June 24, 2023. Tim asked the group about what plans the club would entertain. Tim asked Tom (KF5RKM) about his discussions with the Town of Taos regarding the use of the park facilities and the associated fees. Tim asked Tom to reserve the space the club used the prior year.

  7. Old Business a) ARES update. Keep task books up to date. Tim noted that badges will be made for those who are signed up for ARES and to check with Don (K2WQ) about a photo. b) OPD Shack facilities update. Nothing to report. c) Grants update, Tim is finalizing the reports. d) STEM portable demo system, should be operational in time for field day.

  3. Approval of Prior Meeting Minutes held on 2/8/2023 and published on 2/24/2023. Motion for approval by John (W5JHW) and seconded by Don (K2WQ), vote was unanimous with no objections.

  4. Treasurer's Report. Don reported the current balance was $13,426.93 with $8,206.53 remaining after accounting for obligations.

  5. Tim (W5TNM) president's remarks & discussion topics: i. Tim noted the prior Saturday, March 4th ARRL testing was conducted with 4 new Tech licenses (Bill, Zach, Denise & Richard) and 1 upgrade to General (Darien – KI5YWK) and 3 new members). Tim noted the next testing session will be at Philmont on April 23th and looking for additional ARRL VE’s to support. ii. Tim spoke about club dates for concerts in the park and other events as requested. Donovan (K2AH) noted the Fiestas will be held at Kit Carson Park and the parade to be on the Salazar extension. As a follow-up Tim requested a count of the quality vests used and may need to purchase more. iii. Upcoming Tech Fest being held on March 18th and last sign-up dates. iv. The annual membership fees are due March 1, 2023. Tim asked the open question if there should be a cut-of date or grandfathered. Mike (NM5MK) spoke up about the reasoning for one date for everybody. Donovan noted that he will send out an email to those who have not paid by March 1 and those who have a PayPal subscription. v. The club discussed the RMHAM Sandia Crest tower failure due to ice and wind.

  1. New business:

a) Noted a future radio STEM Eclipse Project. Darien is on point and the link is on the agenda. Two upcoming eclipses, 10/14/23 and 4/8/24. b) Tim asked Keith (K5FS) to speak about the STEM portable project. Keith noted it will support from 160m to 70cm, all ham bands, will be housed in a 19”x19” box with handles. It will support solar, battery and plug-in power for demo purposes. Need to add some antennas and small misc items to make it complete. Tim asked for a motion to spend $4,176.45 on project. Motion for approval by Donovan and seconded by Don; vote was unanimous with no objections c) Discussed badges for ARES and the purchasing of supplies to print our own along with badge holders and lanyards. Don displayed several examples of badge designs for consideration. Tim asked for a motion to spend $200.00 on badge project. Motion for approval by Ananda ((KI5SNV) and seconded by Bill (now KJ5ABX); vote was unanimous with no objections. d) Wayne (W5GWR) asked to speak. Wayne went on to state that on behalf of American Legion Post 16, they are donating an American Flag to Taos ARC. Thank you from TARC! e) HF Net. Tim asked Wayne to discuss. Wayne went on to state earlier in the week he was having an 80M discussion with Gary (N5GDR) who is located in Cimarron. Wayne made a motion to setup an HF net on Sunday evenings, seconded by Donovan; vote was unanimous with no objections.

There appears to be some issues with Echolink and DStar. Wayne will contact Mick (KD5PX) regarding Echolink and Mike will contact Brian (NB5R) regarding other matters. c) Grants update, Tim asked Keith to provide an update. Keith discussed upcoming changes to LANL grant requirements and we decided not to pursue at 3rd LANL Foundation grand due to the new focus. d) OPD Shack facilities update.   3. Approval of Prior Meeting Minutes held on 1/11/2023 and published on 1/21/2023. Motion for approval by Jane (KJ5ANE) and seconded by Glen (KF5OSB); vote was unanimous with no objections.

  4. Treasurer's Report. Don (K2WQ) reported the required 990 for IRS reporting was completed. The current balance was $13,323.41 with $8,321.52 remaining after accounting for obligations. Tim (W5TNM) followed by describing some of the recurring expenses and a few purchases approved by member vote (ARRL books, 7 radios and 5 surge suppressors). Tim also commented on the unknown expenses with the Forest Service Leases that may or may not occur.

  5. Tim (W5TNM) President's remarks. a) Noted the member approved purchase of surge suppressors were installed on all OPD equipment. b) Spoke about upcoming license testing for the year, ARRL will “Field Stock” the necessary supplies for paper testing. 4 exams have been scheduled, 3 at OPD (Mar 4, Jun 3, Nov 4) and 1 at Philmont Scout Ranch (Apr 23) to coincide with SAR Escape training. c) Required government filings, the State Attorney General was completed and approved on 2/7/2023. d) Discussed the fundraising tools, i.e. Amazon Smile was being discontinued in February 2023. Smiths/Kroger was still active and the club had recently received a check. e) Noted the upcoming Tech Fest sponsored by Rocky Mountain Ham on March 11, 2023. f) Reiterated the annual membership dues are due March 1, 2023. g) Discussed the ARRL insurance for liability and 3 equipment policies and asked for a member vote to approve upcoming premiums of approximately $807. Motion for approval by Daniel (KF5OSA) and seconded by John (W5JHW); vote was unanimous with no objections.

  6. New business:

a) Tim spoke about how we lost Sherri (KI5TLA) our STEM Board member and that Darien (KI5YWK) was nominated and approved by the Board to fill the vacancy. He further explained how the By-Law’s allowed the decision and all that remained was a member vote to ratify the Boards action. Motion for approval by Greg (KI5TTO) and seconded by John (W5JHW); vote was unanimous with no objections. b) ARES update. i. OPD DMR, Tim briefly spoke about the DMR net held on the OPD repeater until further notice due to solar power limitations. ii. ARES Test, Donovan spoke about the SafAlert test that was performed on 2/7/2023 at 4pm. This test required respondents to check into an ARES net held on the Picuris repeater. There were a total of 8 members who checked in, 1 by email and 7 by radio. iii. OPD Generator, Donovan spoke about the generator test held the previous Thursday February 2, 2023. Tom (KF5RKM), Donovan along with Mitch (KE6CNG) and one of the Towns electricians ran the generator successfully, however there is some additional testing to be done in March. c) Other, Tim noted the club is working on a shared calendar to track club events, file storage, etc. using Google workspace. Donovan further explained how a number of services will eventually be consolidated.

Old Business a) Cloudy weather, Tim noted the ongoing temporary shutdown of non-essential repeater services until more consistent daytime sun. b) Grants update, Tim asked Keith (K5FS) to provide an update. Keith discussed upcoming changes to LANL grant requirements. c) STEM team buy, Keith spoke about the committee that is discussing the design and implementation of a portable hf/vhf/uhf for use in the field or for STEM demonstrations. d) OPD Shack facilities update. Nothing to report other than the generator update. e) PIC /SAM updates. Nothing to report.

Taos Amateur Radio Club Minutes of the Meeting on 1-11-2023 OPD, 107 Civic Plaza Drive, Taos, NM 87571

  1. Sign in. Meeting began at 6:09 pm i. Tim noted new officers at the helm, acknowledged Wayne & Glen as former Secretary and Treasurer respectively. Noted Donovan K2AH as the new Secretary and Don K2WQ as the new Treasurer.

  2. Guest and member introductions, 16 members & guests attending with 2 by Zoom.

  3. Approval of Prior Meeting Minutes held on 11-09-22 and published on 11-19-22. Motion for approval by Don and seconded by Wayne. Vote was unanimous with no objections.

  4. Treasurer's Report. Don reported the balance was $11,599 and cents. Tim acknowledged Glen’s service as the Treasurer and presented him with a plaque from the club.

  5. Tim (W5TNM) president's remarks. i. Tim noted he accumulates numbers and stated for 2022 the club provided 878 volunteer hours participating in 2 incidents, 11 events for eye-to-eye with about 24,940 people. 1 Elementary school STEM session, 3 ARRL testing sessions and 9 licenses obtained.

ii. Tim noted the new officers effective Jan 1st as previously mentioned earlier in the meeting. Went on to mention, that Brian is the official Trustee as he manages the club license. Also noted that Tom is the STEM/Grant board member.

iii. Tim spoke about the ARRL tests hosted by the club with proposed dates of March 4th, June 3rd (mentioned the current General Class license pool expires June 30th) and Nov 11th. No tests during field day and testing will be at OPD. Asked if there were any opposed to the dates with no objections or questions raised.

iv. Tim stated that required government filings are underway, directed statement towards Don regarding IRS. Don stated that the IRS site is shut down until tomorrow (Jan 12 2023) and once available he would file the tax statement and be done with it. They both discussed how easy the filing is and only requires checking a box indicating revenues of $50K or less. Tim mentioned the club brought in approximately $22K in 2021 and about $18K in 2022 but didn’t have the exact figures with him. Tim stated he is working on the State Attorney General paperwork and will update as soon as the IRS filing is completed. And the Secretary of State is due in May of 2023.

v. Tim noted the fundraising tools at the bottom of the agenda, i.e. Amazon, Smith’s etc.

vi. Tim stated that annual membership dues are due March 1, 2023. Asked the Secretary if the grace period was 60 days, Donovan stated it is 90 days. And it’s just easier to get it done at the beginning of the year and get it out of the way. Tim mentioned he uses the PayPal subscription so he doesn’t forget and it gets done.

  1. New business: Tim stated he wanted to throw in a couple of things that were not on the agenda…

• Tim spoke about Zach and that he was not at the meeting tonight and that his wife had been hospitalized in Albuquerque by way of helicopter ambulance. Tim said that Zach worked on solar jobs with another member of the club, Greg Busick, and would try to gather more information and perhaps there may be an opportunity to help.

• Tim said there was a club email that went out from Brian of RMHAM regarding their upcoming Techfest event on March 18th. Tim mentioned that this would be the 3rd one he had attended, it was $15 on-line or in-person in Albuquerque to attend. He went on to say how well the presentations have been in the past and well worth the money. Asked Ed if he was a member yet and if not, would provide the details in case he would like to attend.

• Tim said there is about $4,100 of the $11K in the bank ear marked for a grant, so we have about $7K that is ours and with a vote would propose to purchase 4 Tech Study Guide books at about $30/ea. Asked if all members present were in favor. All were in favor with no objections noted.

• Tim went on to say he was running out of the 5w baofeng radios that are handed out to members when they pass their exam. The radios are about $30/ea and he would like to have a motion to proceed to order about $200 worth of radios. John made a motion for approval and was seconded by Wayne and all members present voted to affirm with no objections noted.

a) Tim spoke about the past cloudy weather and asked that Brian talk about what happened regarding Picuris Peak repeaters. Brian stated that it’s an ongoing saga and after nearly a full week of no sun to the first of the new year, the batteries were steadily going down so any non-essential equipment was remotely shut down. Critical equipment for Public service, Kit Carson Elec. schools, radio station, etc. were functioning. Brian went on to say that the batteries for other users experienced disruption, with some comms moved to SAM usage (where power is on-grid). Brian continued regarding the repeaters located on Angel Fire peak. They had an outage, but have since been resolved. Both Brian and Tim spoke briefly about the upgrades that were completed last year to the Picuris Peak equipment which was completed with monies from both TARC and RMHAM. Wayne asked a question about the San Antonio MegaLink and Brian’s response was when the snow melts we will get back up there.

b) ARES update. i. Tim asked Brian to talk about the upcoming changes for ARES repeaters. Brian is currently researching new ARES repeaters for the whole state and new tower sites. Will be mixed mode DMR and linked by the State’s microwave network, in planning at the current time with no dates yet for roll-out. Tim asked if SAR frequencies would be part of that bundle. Brian stated they use those repeaters albeit on different frequencies.

ii. Tim mentioned that Kiri was supposed to be on to talk about the ARES Task Books but would talk about what he has done so far. Tim went on to show how his Task Book was setup and that a physical Task Book would be required to allow Brian to sign-off on completed training items.

iii. Tim spoke about the SafAlert test that Don, Donovan and Tim participated in on January 31st., and the list of 17 people that indicated ARES interest. Tim asked who had some thoughts on the test. Donovan responded that he had received both a text and email and followed the instructions that were in the message. For this test it was to respond by text to Kiri. Brian interjected that the alerts can be also be sent by radio, however it requires your radio to support a two-tone page. Tim went on to say there will be more SafAlert tests in the future for those who are interested in participating in ARES, it’s a club thing but not everyone has to be involved. Tim asked Wayne to mention Bill Madder who is the ARES Section Mgr for ARRL. Wayne said that he is the person to get your final endorsement for the skill level 3, which is on the last ARRL test EC-016. For completion you need an endorsement from Bill Madder. Wayne went on to say that Bill had contacted him by phone the prior Monday and after some discussion Bill indicated that he would proceed to contact Ken and give him his (Bills) endorsement for Wayne. Ken is the top person for ARES at ARRL. Wayne continued, that if one reaches that point for their training or has a need to contact Bill, he can be reached by email at, K8TE.Bill.Mader@gmail.com. Neither Wayne or Tim had his phone number. Tim asked if there were any questions so far.

iv. Generator test. Tim spoke about the Town of Taos having a propane generator at OPD and asked Tom to talk about the test to be done. Tom said that he had been in contact with Mitch the prior week and had planned to be at OPD on Jan 11th to start the generator, however the building supervisor who Mitch wanted to be present for the test was unavailable. The plan was shifted to the following day, Jan 12th to ensure that the building supervisor is able to test and verify the operation before demonstrating to TARC. Tim asked Brian regarding equipment and surge suppressors during a test. Brian went on to talk about the utility company, lightning and always highly recommends surge suppression on all electronics you’re concerned about. Tim asked an open question, “do we need to unplug or install surge suppressors for the equipment?” The consensus was to install suppressors with Tim noting that the club has over $23K of equipment at the shack alone. Brian noted that one needs to invest in quality surge suppressors, i.e. $30-$50/ea. Tim asked how many should be purchased with 6 being agreed upon, he went on to state that he would purchase those that have a high value guarantee. Tom interjected and wanted to state that it was felt that all equipment should be unplugged prior to the test. Tim noted that we would unplug all equipment before we leave the meeting. Dan asked if we knew what the generator was rated at. There was some discussion that it was more than adequate for our needs. Craig asked if there was anything that needed to be left powered on. Brian and Tim both indicated no, however since the Town of Taos has a backup data center located on-site to be addressed.

  1. Old Business a) Tim moved the discussion to Grants and STEM purchases. Work is ongoing for Grant close-outs and that we have about $4K allocated for STEM. This was a segway to note that Sherri KI5TLA, (STEM Board Member) who was a teacher at Taos High resigned from the Board. Tim noted that the By-laws provide to the Board the ability to appoint someone for an unfinished term. Then, at the next regular meeting hold a membership vote. He went on to say that they would be looking for a volunteer and then brought up that Darien Fernandez KI5YWK has volunteered to take the STEM position. At which time Tim asked Darien if in fact that was a true statement. To which Darien replied “I will affirm that, I will attest to that” which resulted in some laughter… Tim went on to say the Board will meet at a later time to discuss and if someone else would like to volunteer they could. He briefly mentioned the 2-year term max for any Board position and that he (Tim) would term-out on Jan 1, 2024. Tim asked if there was any further discussion regarding the STEM Board position. No one raised any comments or concerns. Tim went on to say that for the next meeting there would be an agenda item for a vote. Tim noted the reason it could be a good slot for Darien is his involvement with Rocky Mountain Youth Corp and could be outreach to other organizations.

b) Tim went on to discuss STEM updates and noted that we have focused on the high school and there’s a study and where another volunteer/told where Wayne is trying to draft Keith K5FS into organizing a technical committee on the purchase of portable equipment and accessories. Tim noted there was a study done by the State and Los Alamos about the investments in STEM and asked if Keith would briefly talk about it. Keith noted the study was done to see how effective their investments have been and that LANL has literally invested millions of dollars for STEM education primarily in NM. He went on to say the conclusion that came out of this study is that not too many of their funded programs were successful by their own criteria. The few that were successful died on the vine once the funding dried up and they attribute that to the failure to adequately integrate the program into the curriculum. Keith noted the study indicated they are reworking the strategic plan, priorities and criteria for these types of Grants. Tim stated that going forward to apply for a broader base STEM grant that’s not limited to schools and that STEM is for anyone on the community who wants to learn. So it could work to our advantage and perhaps we’re part of that case study, where we lost our teacher and the kids. Tim asked Keith to organize folks to see what we could do for a buy like shack in the box, build it, adding nice things in here and pointed to Brian for consultation. He went on to talk about George K5GEO’s email (Winlink related) and others in the club who can provide input and expertise. And putting in the club shack non-internet based email on VHF or HF, Winlink based to support the community. Tim asked Brian if it would be easy to-do. Brian stated that Winlink over the internet is easy but not as much over HF. Wayne spoke up and asked if that’s what a pan-adapter was for? Brian and others indicated no… Brian noted it’s software, sound card interface and radio. Tim went on to say that we would have this group led by Wayne and Keith and others who wish to help to draft proposals and options to spend money that will need to be voted on.

Brian brought up an ARES related topic regarding the mobile command truck owned by the town. The plan is to go through and update everything including HAM radios, repeaters, computers, cameras, dispatch console, etc. HF capability would be added as well and it could be brought out for events. Looking to the future once it’s complete that there would be a possibility for some present in the room to help operate.

c) OPD Shack facilities update. Tim stated that we had not voted on the surge suppressors and that he would go get 6 from ACE with an estimated cost of $200. Motion to approve was made by Don, seconded by John with all members present voting to affirm with no objections.

d) PIC /SAM updates. Nothing to report.

  2. HF Report- Don stated that due to time of year along with ice/snow that it difficult to modify/change antennas. He went on to say that for the last test conducted there was very limited success and that he only has 20M currently available at his place. Tim noted 2 additional HF stations that were up and running, Miles in Los Alamos and a non-member Will, located in Taos Canyon.

  3. Net Report: Tim stated nets were going ok, although there was a DMR problem during the prior event. Tim asked Wayne if there was anything to add. Wayne pointed out that for ARES skill level 2 there is an optional Net Control Operator experience. Wayne offered to step down and let others if they so choose to be the Net Control for upcoming Nets. Wayne asked there would be a digital net. Brian stated that there are other digital repeaters and we should rotate between them. Members should have their radios programmed correctly, they can hit the repeaters, etc.

  1. Sign in. Meeting began at 6:08 pm

  2. Roll Call. 25 members & guests attending with 5 on Zoom.

  3. Approval of Prior Meeting Minutes held on 09-14-22 and published on 10-01-22. Motion for approval by Don and seconded by Glen. Vote was unanimous with no objections.

  4. Treasurer's Report. Glen reported that he would email the current bank balance the next day. POST Meeting, Balance was $12,126.37

  5. Tim (W5TNM) president's remarks.

    a) Election nominations announced by Tim asking for additional nominations for any positions. No one additionally stood for any position. Current nominations stand, and are:

    i) President, Tim, W5TNM; Vice-President, Greg, KF5TTO; Secretary, Donovan, K2AH; Treasurer, Don, K2WQ; Board members Tom, Grants, KF5RKM; Glen, Events and Facilities, KF5OSB; Sherri, STEM, KI5TLA; Brian, Standing trustee, NB5R; Mike, Immediate past president, NM5MK. Tim again asked for additional nominations. No one stood. Tim called for a vote. John C. (WB5Q) motioned for a vote by acclamation. Mike seconded. Vote was unanimous with no objections.

    ii) Tim announced that these will be the officers on the first of the new year.

    iii) Tim announced that there will be in person testing on Saturday, November 12, at 10:00. He said there were two testing so far.

    iiii) Tim said that some of the radio stations were running some old PSAs that they must have found digging through their old files.
  6. New business:

    a) Tim said that the US Forest Service inventory has been submitted. He believes we will get the $140.00 version as opposed to the highly escalated version.

    b) Tim moved on to a debrief on the gas line break incident and Halloween event. Donovan chimed in on Halloween, said we had six members participate. He said it was a great turnout and was very smooth. He went on to thank Don, Greg, and Wayne for a great job with traffic control on Placitas. Craig chimed in on the gas line on how the previous emergency lasted 14 hours. He expressed concern about how incidents could be a long haul and shifts would be required. He recommended having an emergency pack in your vehicle that includes warm clothing, etc.

    c) Board meeting update: Members, old and new gathered. A letter to city has been sent regarding how we can be a part of the EOC, callout, training, etc… The gas event, with some safety consideration spawned an insurance review action. From the known coverage, we are covered and we have the Town of Taos as a payee on our policy. Town coverage extends to TARC.

Tom chimed in and said we are covered as long as we are called out. Donovan chimed in, saying that in ARRL under ARES there is the Volunteer Protection Act. He went on to say that if you are called out, you are federally protected under most circumstances if you are a 501c3. It does not include driving a vehicle or gross negligence. Tom chimed in after Tim asked him for key points. He expressed the need for a call out system and acknowledged Wayne for doing a great job of getting people mobilized for the gas leak emergency.

d) Kiri (K7KAH) gave an ARES Update due to renewed interest: Task-books level 1,2,3, application, call out and callout list capabilities were discussed. Kiri asked for members to join a list for call out. She said you do not have to be an ARES member to participate. For those wanting to get more involved, especially with larger incidents, Kiri said you might want to consider joining ARES. She went on to describe the requirements for each skill level. Kiri also gave study and exam taking advice for the required FEMA courses. She also recommended having a 72 hour "go-pack".

e) Tim announced a private grant foundation request written by Keith Miller for eight new DMR radios. Tim asked for a vote. Without motion or second, all were in favor with no objections to submit a $3,000 grant request.

f) TARC hats were distributed for assistance with events over the summer.

  1. Old Business

    a) STEM update-Sherri (KI5TLA): Sherri stated there was a lot of money left over from the grants saying she's open to ideas, such as bringing in the public on field day. Tim chimed in about some nifty solar stuff that came in on field day. Brian chimed in about wi-fi in ham frequencies.

    b) OPD shack facilities update-Donovan: Donavan had nothing new. A question was asked about tables. Tom said he would check with Mitch.

    c) PIC and SAM work update: Brian- D-STAR is back up on SAM. Brian also said that the Megalink had a faulty antenna. He stated that he has a smaller replacement antenna and will try to replace the bad one this year. Picuris was the big one, according to Brian. He said a bank of eight solar panels were removed and replaced. Batteries were also added to the setup, increasing the total amp hour reserve. San Antonio has a camera now, but is not on the web yet, according to Brian.

  1. Repeater report: Covered on previous discussions.

  2. HF Report- Don: Notifications will be sent, according to Don on HF net. Tim suggested the 3rd Wednesday for the net.

  3. Net Report: Tim stated nets were good, getting 10-15 people.

  5. Other Business:

    a) John (W5JHW) started a passionate conversation about rat protection for vehicles. He provided an electronic solution to keep rats from chewing vehicle wires. Others chimed in with other solutions.

Taos Amateur Radio Club Minutes of the Meeting on 09-14-2022

  1. Sign in. Meeting began at 6:08 pm

  2. Roll Call. 29 signins, with 5 of those on Zoom. Special guest Delinda VanneBrightyn, President of Search and Rescue was also in attendance. Delinda introduced herself, she is also the K9 Team Leader, and announced that she wanted to see the Taos ARC OPD Hamshack and see how it could interface with Search and Rescue, and how our organizations could work together.

  1. Approval of prior months minutes held on 08-10-22 and published on 08-20-22. Motion for approval by Mickey (N5TSV) and seconded by Don (K2WQ).

  2. Treasurer's Report. Glen reported an account balance of $10,271.35 and an available balance of $9.496.35. The Town of Taos was invoiced on 08-23-22 for My Morning Jacket concert, received payment on 09-10-22, and deposited by Wayne on 09-14-22.

  3. Tim (W5TNM) president's remarks.

    a) Elections in October, bylaws, expand board membership and vote.

    i) Significant changes to the bylaws include the total number of board members increased to 9 and a change in the use of form 990 for tax reporting. The specific form number was removed.

    ii) Tim remarked that as an expanding club, more board members would be required, and suggested three more board members. Don (K2WQ) expressed approval of the ByLaw changes including more board members. Zac (W5ZAC) asked about the pros and cons of adding more board members. Tim responded by saying it would spread out the workload, as each board member would be assigned a specific task in addition to board duties. Mike (NM5MK) responded that he liked the idea. Jane (KJ5ANE) also was in favor. Mike (KI6KJC) asked of the responsibilities of the new board members. Tim said it would be skilled based and cited grant writing as an example. Zac asked if they would be officers as well? Tim said they would be board members outside of the four officers, bring the new total to 4 officers and 5 board members for a total board of 9.

Tom asked of the quorum requirements. Donovan displayed the quorum requirements as stated in the by-laws. A quorum was present.

Changes to the by-laws were voted and unanimously approved, with no opposed.

b) Open nominations for October voting: Motion by Don, seconded by Mickey (N5TSV). Vote was unanimous to open nominations with no objections.

President: Motion by Greg (KF5TTO) Tim for President. Seconded by Don. No others stood for this position, nomination accepted. 

   Vice-President: Motion by Tim with Greg for VP. Seconded by Craig (KI5HKU). No others stood for this position, nomination accepted.

   Secretary: Motion by Tim for Donovan (K2AH), seconded by Jane. No others stood for this position, nomination accepted.

   Treasurer: Motion by Tim for Don, seconded by Mike. No others stood for this position, nomination accepted. 

   Brian (NB5R) for board is automatic as a Trustee with no expiration.

   Board: Motion by Tim for Sherri (KI5TLA), seconded by Mike. No others stood for this position, nomination accepted.

    Board: Motion by Tim for Tom, seconded by Mike. No others stood for this position, nomination accepted.

    Board: Motion by Mike for Glen, seconded by Don. No others stood for this position, nomination accepted.

     Motion by Mickey (N5TSV) to close nominations, seconded by Mike (NM5MK). Vote was unanimous with no opposition for candidate nominations.

c) Many events have occurred this year totaling approximately 663 volunteer hours to date according to Tim, having served 14,924 citizens this calendar.

  1. New Business:

    a) SAR interest from LA, SF, Taos: Members of SAR from those areas toured the OPD shack but did not remain for the meeting, with the exception of Delinda from Taos SAR.

    b) Don expanded on the events summary by speaking of the upcoming Arts Festival known as The Paseo giving details on member participation duties.

  2. Old Business

    a) The Robotics and Mesa club have stolen some of Sherri's students from STEM, according to Sherri.

    b) The repeater sites at TSV, Holy Cross and Angel Fire are insured for $2,000.00 each, which, according to Tim, are underinsured, but insured costing $84.00 a year.

    c) HF Net - Don is considering 40 or 80 meters. Don reported he is still working on it and doesn't have a lot to report. Tim asked Brian about NVIS. Brian explained that NVIS is where you bounce the transmit signal straight up and back down to a wide regional area.

    d) OPD shack facilities update. No one had any significant update.

    e) SAM power supply worklist, roof, licensed and state inspections were discussed. Brian spoke of a combiner system that was installed on SAM, that would allow for multiple repeaters on the same antenna. Brian updated that many vegetation fire hazards had been removed around the SAM shack. Brian referenced a building at a non TARC repeater site in the burn area that was insulated vs one that was not. The equipment in the insulated shack was fine, but the equipment in the uninsulated shack was destroyed. He noted that much of the damage to masts occurred at the upper, not lower end of antenna masts. Mickey asked about the guy wires. Brian stated that they were fine though he stated most towers were self-supporting. Brian thought Picuris was relatively safe from fire but stated concern about SAM.

  1. Sign in. Meeting began at 6:05pm

  2. Roll Call. 21 attended, with 3 on Zoom. We had 2 first time guests.

  3. Approval of Prior Months Minutes held on 07-13-22 and published on 08-02-2022

  4. Treasurer's Report. In Glen's (KF5OSB) absence, Glen texted Wayne that the bank balance was $12,526.20. Tim (W5TNM) covered the financial report. Expenses were $494.95 for Picuris repair, a $500.00 LANL Volunteer Award is to be coming in from LANL. Accounts Receivable from Town of Taos for $2000.00 for two concerts (PAID). Quotes have been sent for two more concert supports for Aug 19 and Sept 3rd events. There was also a return of $500.00 that had been approved for Sherri (KI5TLA) for the ARRL Teacher Institute trip, with a robust ARRL reimbursement.

  5. President's Remarks. Tim (W5TNM) a) Tim skipped to Brian, who was scheduled to speak later in the agenda. Brian spoke of new batteries, new wiring, for Picuris. New solar panels costs will be shared cost by Taos ARC and Rocky Mountain HAM. Other equipment is in the works. SAM has special equipment coming as well. The cost of $494.95 for the installed equipment, free of labor costs and time donated by Brian was brought to vote to pay the invoice. Motion by Jane (KJ5ANE) and seconded by John (WB5Q). Motion was unanimous with no objections.

    b) Search and Rescue interest from LA, SF, Taos was discussed by Tim. He introduced Craig Gillio (KI5HKU), a member of both TARC and TSAR to speak. Craig expressed the importance of repeaters and SAR's reliance on them as backup. He cited the need to use the Elk Mountain repeater as the sole of communication for flood rescue efforts in Guadalupita. SAR communications failed, without the Elk Mountain repeater, some of the search teams would have had to come out of the field. In SAR is there are no communications, you cannot have search teams in the field.

Craig gave credit to TARC for keeping even isolated repeaters functional for rare events and incidents. Craig added that the flood damage in that area is massive and will be bad for years. Jane chimed in about displaced residents of that area returning to a temporary space in their business building who lost too much to return home after the fires, and further lost their dwelling from flash floods.

Tim said that Delinda (TSAR President) has a new grant for training. Tim has offered guidance to the SAR community for FCC licensing. Tim said Incident Commanders from Santa Fe, Los Alamos and Taos want to visit the OPD Hamshack. The visit is expected next month. Brian chimed in about working on a new repeater in Mora.

c) Elections in October, bylaws, board expansions of additional board members with roles for board members, and membership votes. Tim asked for feedback on the increase in board members. A current membership list was validated by Donovan (KI5SNX) ((Distributed post meeting)). d) Trial run perhaps on an HF monthly net – could be 80 meter. Don (KI5ODX) accepted lead with John (WB5Q) as backup. Tim suggested Wednesday following the rhythm of the typical Wednesday night TARC activities.

e) Total insurance premiums- $807.00. Tim proposed more insurance for TSV, Angel Fire, and Holy Cross for an additional $84.00 per year to intentionally underinsure for $2K per the 3 sites. Motion to approve by Donovan, seconded by Brian. Motion approved unanimously with no objections.

f) Many events with approximately 579 valuable volunteer hours year to date.

6) New Business. a) Many events to summarize. i) Fiesta debriefs- In Glen's absence, Donovan announced that Glen (KF5OSB) and Daniel (KF5OSA) handled the brunt of the work. Donovan said that Glen was frustrated with the disorganization of the Fiesta Committee. ii) Elk Mountain- already discussed by Craig. iii) Upcoming Concerts: 08-19, Morning Jacket and 09-03, Little Big Town. Tim passed around the sheet for more sign ups from members. b) ARRL Teacher Institute presentation and class proposal by Sherri (KI5TLA). ARRL paid Sherri's entire expenses. Sherri expressed her lack of knowledge on the subject of electronics. She went on to say the course greatly increased her knowledge and skills in electronics. Sherri produced an impressive slide show on TARC's big screen of her training accomplishments. Brian paid Sherri compliments on the demonstrated work pieces that was passed around for the membership to inspect (secretaries note: as a previous avionics technician in the Air Force, I concur with Brain on her quality of work). Sherri stated she is returning the $500.00 the club had approved because of the fact that ARRL covered all her expenses. Sherri want's to buy equipment for the students. She gave a list of what and how many. The total cost she announced came to $2,886.99. Paul suggested buying a Simpson analog multimeter as well. A vote was called for by Tim. Motion to approve was called by John and seconded by Don. Motion was approved unanimously with no objections. The club approved of the Simpson as well.

7) Old Business. a) OPD Shack facilities update. No updates b) SAM. Some materials have been acquired. Time will be chosen for repairs.

8) Repeater report. Covered by Brian earlier in the meeting.

9) HF report. Deferred with the possible future HF net discussion.

10) Net Report. Wayne, analog net control reported 18 attendees including, Honorary Silent Key, John (KE5CEI), a dear friend of Catherine (KE5CEJ), a regular participant in the Taos ARC analog net. On behalf of the members of Taos ARC, I'll say 73, John. And sorry for your loss Catherine. Wayne (W5GWR).

Mike (KI6KGC) chimed in about POTA. He enthusiastically spoke about POTA (Parks on the Air). He displayed his certificate for accomplishing a required number of contacts.

TARC Draft ByLaws Change for Discussion

All, you will note on the agenda that rolled out at 4pm Saturday, I mention ByLaws. We currently have 6 board members, Pres, VP, Sec and Treasurer and 2 board at large (one is actually X-Pres Mike). Note, the board at large is a 2 year limit which is fine. Six is an even number, but we never need tie breakers because we get along and focus on the club. See Section 5.02, page 9.

We have a lot more members now then we did 3 years ago. We know clubs will vary. The officer election is October, so the timing is right to consider any changes to the bylaws for membership to get a discussion and review period. Bylaw changes have to curate for a 30 day review period for members to review.

Changing the bylaws is possible if we desire, we have done it 3 times since I have been here. 1) allow proxy voting, 2) Address grant spending 3) define a quorum.

My discussion point is to add 1, a trustee. The bylaws say a trustee can be appointed for a committee. I would propose adding a trustee without a term limit, but elected annually to the board. That would be the FCC owner of our call sign - NB5R, Brian. That is "7" on the board.

My next thought is since we are considering changes and have more people, add 2 more board members at large, but with a club job. Other than immediate past president, the now proposed 3 board members at large would be assigned/volunteer a role by the club. I am reluctant to assign a role in the bylaws because the club need can change from year to year. Some examples of a required role, could be: facilities, grant POC, STEM (can be adult learning too), Shack Maintenance, Membership, other? etc... But I believe (does not mean it is correct), board members at large should be responsible for some role.

So we know the bylaws call out a quarterly board meeting, which we do not do, and voting on a new member, which we do not do. Also the bylaws call out committees: Technical, Trustee, Facilities, Audit.

Here is the standing, current Section 5.02: Section 5.02 NUMBER, TENURE, AND QUALIFICATION (a) NUMBER (i) The Board shall consist of six (6) members. The six (6) members shall include four (4) current Officers and two (2) Directors-at- large. (ii) One of the Directors-at-large shall be, with his or her concurrence, the immediate past president of the Club, unless he or she shall be a current Officer. (b) TENURE

(i) Each Officer and Director(s)-at-large shall hold office for a period of one year. No Director shall serve more than two consecutive one-year terms as an elected director. (ii) At the conclusion of two consecutive, one-year terms as an elected director, the vacating Director shall be ineligible for reelection to the Board of Directors for a period of one (1) year. (c) All members of the Board shall be members of the Club in good standing and shall hold a valid Amateurs Radio operators license issued by the Federal Communications Commission.

Smith’s Kroger: Some of us have been having trouble linking to Smiths/Kroger to select Taos ARC for automatic donations. They key may be selecting your preferred store (Taos) then finding TARC. Detailed instructions follow:

  1. Create a digital account. A digital account is needed to participate in Smith’s Inspiring Donations. If you already have a digital account, simply link your Shopper’s Card to your account so that all transactions apply toward the organization you choose.
  2. Link your Card to an organization. Selecting the organization that you wish to support is as simple as updating the Smith’s Inspiring Donations selection on your digital account.
  3. Sign into your digital account.
  4. Search for your organization here. (Note, if you are a customer make sure you have a preferred store selected to view participating organizations).
  5. Enter the name or NPO number of the organization you wish to support (TARC is PT507).
